Not perfect timing.
We visited here a little too early in the year, so there were not so many tulips in bloom. We still enjoyed ourselves as there were some very beautiful tulips close in to the main area. We also took the tractor ride around the small area where there were flowers. The gardens surrounding the windmill were very pretty and there is a large barn-like structure where you can order tulips, purchase snacks, and hang around with murals of the Netherlands. I suspect a couple of weeks later the fields would have been teeming with tulips.

Wait till later this year.
My wife and I had April 1 off so decided to drive up to the Skagit Valley for the first day of the Tulip festival. We knew that it was early in the season and that we wouldn't be seeing Instagram quality displays in the fields but decided to go anyway. We drive around the Tulip trail trying to decide which fields to visit. Roosengarde was more crowded and I dislike crowds so we went to Tuliptown. I was instantly impressed as the two young ladies selling tickets let us and other potential customers know that the fields had been damaged by the winter floods and the lack of sun and so viewing opportunities were limited. We decided to go anyway and we're glad we did. The lack of people made it more intimate and every employee we met went out of there way to help us. Especially helpful were the "T&T" girls in the gift shop in the barn. We enjoyed the tractor ride and the kettle corn. If you want to see the tulips, come in a couple of weeks but if you want to avoid the traffic and crowds, come early!
