Cable car purely to get you up to the top, not for the experience.
There is one cable car up and one down. I guess at busy times you will have to wait a long time to get on one. September is a quiet time and we were lucky and didn't have to wait at all either way. Once you are up, there is still a bit to walk. You won't see much if you don't walk anywhere after you get off the cable car. I would suggest go straight to the summit as most people will go towards the Brasov sign first. There is a nice view up there but you can get just as goof of a view of you walk up the black/ white tower instead for free and much less walking.

Plan lots of time and plan for lots of walking.
We stood in line for almost an hour to get on the cable car. Total ride less than 2 minutes. The view from the top terminus was non-existent. We had to walk about a 1/2 mile on uneven ground to a viewpoint over the city. The view there was excellent if you didn't mind trees and the letters of the giant Brasov sign in your way.
