Not hard to find . Perfect little museum and not expensive at all. Totally worth it.. I don't know where people say this was the only thing to see in Puno. They must have not looked very well quite a few things in puno to see. We very much enjoyed the city.. we walk 8 hours a day for 2 days and sore everything.. Then went and stayed on Lake Titicaca with a real Euro family.

    Great for history and archeology buffs
    This compact, locally Sponsored museum effectively combines a collection of unique, original sculptures, artifacts and textiles from the Inca and pre-Inca Cultures in the lake Titicaca region. 20th century paintings by local collector Carlos Dreyer and others add a cultural aspect. Tickets cost 15 Soles($5 US).

    Interesting way to kill an hour or so
    Being stuck in Puno for three days due to the miners' roadblocks meant we had had enough of tourist traps and were looking for something quiet and interesting. This charming museum cost 15 Soles each and we spent an hour or so learning about the life of Carlos Dreyer, a German painter who settled here and collected all sorts of artefacts and items from throughout the region. The translations into English are hard work but at least they provided some, unlike many places. I saw some for French as well. The staff were welcoming and smiley and we didn't feel at all awkward being the only ones there. Pop along after lunch one day and get a snapshot of local history and artwork.
