We enjoyed the scenery at this First Bridge of Yellow River, from the crowd to the scenery along the river front. As advised by our hotel staff, we stayed back till the evening to see the night scene with all the lightings on the bridge as well as the buildings near the river bank.

    Definitely just a bridge
    Given 3/5 only in the context of things to do for tourists in Lanzhou (few and far between). It's just a bridge, nothing special to look at, but moderately important historically (Lanzhou was a main crossing point of the Yellow River on the Silk Road, and this steel bridge seems to have been the first bridge to be capable of surviving seasonal changes in river levels and floods). The bridge provides a useful pedestrian crossing between the city centre (to the south of the river) and the white pagoda park and adjacent arts/cultural museums to the north. It also provide a focus in the evenings (albeit gaudily lit in bright colours) for both tourists and locals walking along the riverside paths. But, essentially, it's just a bridge.
