Impressive as heck
This structure is by far the biggest thing of any kind that I have ever seen, it's absolutely worth it to pay a visit. There are a lot of different tour modes to choose from. The "Itaipu Panorâmica" is one of the tours you can buy your tickets in the entrance. Other tours like "Itaipu Especial" should be bought online in advance, since there are limited spots in each tour.

It's a lake
I did the panoramic tour of Itaipu and the bus crosses the top of the dam and stops at the top for photo ops. There is an option to take a boat onto the lake but no one took it.
