Definitely, worth a visit. It's a rather large area, spend a day or more, to explore the gardens thourougly.

Lots of walking trails to choose from, various waterfalls to enjoy. There are waterways, and boat rides are available, at a nominal fee. The Botanical Gardens are free to visit, thus there is no cover charge to enter. There are vendors along the way, should you require refreshments. There is a large section, dedicated to the display of numerous well designed garden landscapes.

    A Quiet Area to Relax
    A 40 minute walk from the centre of Zhangdian will take you there or you can always get a taxi for about 10RMB. The gardens are well kept and there's a lake at the centre with a nice breeze which can be a relief on a hot summer's day. You can hire boats it seems (I didn't) but compared to the other parks in the city it's relatively peaceful. They were playing some Chinese orchestral music over the speakers when I was there but you can still relax by the lake. If you are a botanist you will be dissapointed as all the signs are in Chinese unlike some other attractions. I am going to be in Zhangdian for the next year and I'll probably back, for the lack of smog and cool breeze if nothing else!

    A vibrant public space at night
    Zhangdian district in Zibo city doesn't offer much in terms of the outdoors, but the botanical gardens are great for escaping the smog and traffic. Everyone exercises in the various other parks at night, but the gardens are by far the most secluded and accessible. Open around the clock and very well-kept, with a lake, several quaint pagodas, bridges and paved routes, rest stops and plenty of trees, it is a haven for anyone who fancies a quiet day outside. Rent a paddle boat, fly a kite or just sit and watch the locals do their thing. Expect to see group dancing both traditional and modern, t'ai chi, some musicians and the odd calligraphist. China does many things well, but enjoying public space is one of their best. Note that the direction for going around the lake is anti-clockwise, so enter from the right-hand side. Do not go against the flow if you don't want to stand out.
