    If possible, you should use bike
    It would be a great place if you could use bike to travel to some places including this Bay in the North of Phu Yen such as "Ong Cop - Tiger" bridge (wooden bridge), temple on an island (small island, only 1 temple and 1 resort on the island, when the level of water is low, you can walk from land to the island, but there would be fee), you can also visit "Om Beach"...
