The place has a historical value for locals & there is barely any development in the area with old houses & fisherman village lifestyle.

Lushun, full of history. is the place of the fiercely fought Russian-Japanese war of 1904-5 which was both a naval battle resulting in the destruction of the Russian Pacific fleet and a land battle including WWI type infantry charges. The prize was the naturally safe all-season harbour when naval power was supreme.You can read Wikipedia before you visit for an overview. The main attractions are the prison and the museum which have separate review sites on Trip Advisor. The Russian cemetery and the hills and mountains are also popular. It seems Baiyushan, the closest hill was closed to vehicles however. Hiking up is still an option. Now you can travel cheaply and easily from Dalian by metro/train. Take line 1 to it's end at Hekou and switch trains on the same platform to Lushun (not Lushun New Port) on the new above-ground Line 12. When you arrive the touts will try to sell you a taxi for 800rmb, You should pay 200 or 300rmb for 2-4 sites and waiting time or take individual taxis to each attraction if Lushun is not busy. The taxi drivers will try to steer you to the Lushun "show" near the beautiful Russian-built railway station. It's expensive for 280 rmb and they get a kick-back. It's professionally staged all in Chinese theatre show with singing and dancing and very patriotic but it will give you an idea of the history and the Chinese mind Supposedly Lushun is good for seafood but so is Dalian so don't go for that reason.Go for the history.
