At 5 foot you can access the rock.

We make a few trips to "Our Rock" each year. Proposed there in October 2012 when we could walk out to the rock. When river level is around 5 foot at Cape Girardeau you can get out to the rock. They have signs posted warning to not climb it. There is a lot of rock just south of Tower Rock that is accessable unless river is higher than normal. From there you get a different view.

    Something to check off the bucket list
    We went when the river was low and you could walk to the Rock. News stations were broadcasting it and a lot of people showed up. What you need to know: the road is mostly gravel, it's very narrow, if there are a lot of people there is no place to park, if cars are parked along the road you can't have two way traffic. Don't park next to the train tracks, the train will hit you. It was an hour and a half drive to get there. Parked along the road and walked probably a quarter of a mile to get to the bank. The bank is very steep, if you have difficulty walking, this isn't something you want to do. Once you get down the bank the terrain is very uneven, there are rocks that are uneven and not solid. Again, if you don't do well walking please don't go. On the north end of the rock on the river side the current was very strong. Made it back to the bank and walked back to the car. Traffic was horrendous, luckily a nice man let us turn around and get in front of him. Took us a half an hour to get back to highway A. This was about a mile. And the dust from the road was thick. Check before you go as you may end up walking from highway A.

    Cool Rock, not much else
    Tower Rock is a large rock that rises out of the water about 20 yards off the bank of the Missouri side of the Mississippi River. When the river is in its lowest stages, it's possible to walk out to the rock and climb it, which is pretty cool, but when the river is up, it's just a pretty cool rock to look at. There's not a lot of parking, and it's kind of remote, and the roads to get to the rock are gravel and windy.
