Worth a visit!
My husband and I specifically went to visit the Otaru canal for the Otaru Snow Light Path Festival last February 2020. We took the JR Train from Sapporo station to Otaru Station. It took us almost an hour one way and the train was full both ways. The long trip was worth it when we saw the lanterns light up and the snow sculptures. And of course, we had the famous LeTao sweets on our way back to the station.

Romantic view
The Otaru canal was once used to transport goods to the warehouses alongside the canal which are now converted into museums, restaurants and shops. We were there once during the day and again at night to see the light up for the Snow Light Path Festival. You can access the Otaru canal via a 15-20 minutes walk from the JR station or by bus.
