Pretty and chill.
You can go in for brunch or dinner, better use taxi to go in. Make sure to be dressed nicely and you would be able to walk around and experience the place without a problem. There is an amazing view lounge on 32 floor in one of the hotels. Entry in the evening is paid, but it's a nice place to chill, have a cocktail and take nice pictures (you have to be 18 years old to enter) We went in the evening, they have kids playgrounds (small though), pool and restaurants which you can visit a-la-cart.

Night view
We love the night view of Phoenix Island. We can easily cross the bridge from Sanya city by taxi. But we choose enjoyed the night view from Sanya beach. Visited on August 2019.

Cool From a Distance
The Phoenix Island was ok and not overly exciting. We were able to get on easily with a Didi and walked around to check the grounds. There are many pools here and it would be a nice place to provide a mini escape from the city but I would recommend Yalong Bay area resorts if you want a real escape. Many of the shops and items you can buy are overpriced relative to the city. We expected a private beach on the island but could not find one. The buildings look quite nice from a distance and light up at night as well.
